Vice-Chair Ryan called the public hearings to order at 10:36 a.m.

The Clerk read the ordinance title into the record.
Will Hall, Sr. Legislative Analyst, provided a detailed staff report.
Vice-Chair Ryan opened the hearing for public testimony.
Kristin Kelly, FutureWise/Pilchuck Audubon Society, spoke against this ordinance. She provided comments and explained reasons why she is asking Council to not adopt this ordinance.
There being no further persons present wishing to testify, Vice-Chair Ryan closed the testimony portion of the hearing calling for a motion or discussion of the Council.
ACTION: Councilmember Klein made a motion to approve Ordinance No. 15-064. Vice-Chair Ryan seconded the motion.
Councilmember Wright expressed concerns and stated she would not be supporting the ordinance today. Councilmember Sullivan also expressed concerns and said he is prepared to wait until the new year when there is a fifth member. Brief discussion ensued regarding referring back to Planning Committee for further discussion and re-noticing for another public hearing at a future date.
Vice-Chair Ryan made a motion to withdraw the motion for approval. Councilmember Sullivan seconded the motion and it carried unanimously by the four members present.
Councilmember Wright made a motion to move the ordinance back to Planning Committee. Councilmember Sullivan seconded the motion and it carried unanimously by the four members present.

Ordinance 15-016, relating to growth management, amending Chapters 30.23 and 30.26 of the Snohomish County Code to revise multifamily residential development standards (ECAF 3490) (Continued from April 15, 2015, July 15, 2015, August 12, 2015, September 30, 2015 & October 21, 2015)
The Clerk read the ordinance title into the record.
Will Hall, Sr. Legislative Analyst, provided a staff report and summarized the proposed amendments.
Oral and written testimony was closed at the last hearing (October 21, 2015). No further testimony was taken.
Vice-Chair Ryan turned to the Council for discussion. Councilmembers expressed concerns and suggested that this ordinance is too large, taking on too many topics and may bring on unintended consequences. After further discussion, councilmembers agreed that this ordinance should be broken down into smaller segments and to tackle one topic at a time.
Brief discussion ensued and Mr. Hall spoke about process.
ACTION: Councilmember Klein made a motion to deny Ordinance 15-016. Councilmember Wright seconded the motion. The Clerk called the roll and the motion to deny carried unanimously by the four members present. (See File D-16 for full documentation)
Responding to Council, Mr. Hall explained that this topic can go back to Planning Committee and the new Chair of Planning Committee can decide how to go forward.
10:58 a.m. Vice-Chair Ryan recessed the Council until 1:30 p.m.
